Guadalupe Victoria, the Mexican president, orders the Minister of foreign affairs, Juan José Espinosa to have Mier y Teran make a survey of the northern frontiers, Texas province, and New Mexico, according to the eighteen articles of the Adams-Oñis treaty of 1819, the articles of the latter being included in this manuscript. Appended to this document is a military biography of Mier y Teran from 1811-1824.
